Georgia House Majority Whip James Burchett Advances Key Legislative Initiatives in April 2025

GEORGIA – Since April 14, 2025, Georgia State Representative James Burchett (R-Waycross), serving as House Majority Whip, has been instrumental in advancing significant legislative measures aimed at reforming the state’s legal system and supporting rural infrastructure.
Championing Tort Reform to Limit Frivolous Lawsuits
Rep. Burchett played a pivotal role in the passage of Senate Bill 69, a component of Governor Brian Kemp’s comprehensive tort reform agenda. This legislation mandates that third-party litigation funders register with the Georgia Department of Banking and Finance and prohibits foreign entities from investing in litigation. The bill also seeks to limit the influence of these funders on civil litigation proceedings. Burchett emphasized the necessity of the bill, stating it “puts regulation and parameters around an industry that is, frankly, wide open at this point” .
The reform package aims to reduce frivolous lawsuits and stabilize insurance rates, although it has faced criticism from opponents who argue it may hinder victims’ access to justice
Advocating for Rural Development and Infrastructure
In addition to his efforts on legal reform, Rep. Burchett has been active in promoting rural development. He sponsored House Bill 51, which amends the Georgia Environmental Finance Authority’s scope to include natural gas facilities, such as storage and distribution lines. The bill received a favorable recommendation from the House Rural Development Committee and is progressing through the legislative process
